Anjouan, an autonomous island in the Union of the Comoros, offers a relatively low-cost offshore license. The permit has no territorial restriction under Anjouan law, but it does not override the laws of a country where players are located. Geo-blocking, local permissions, and market-access controls remain the licensee's responsibility.

The Anjouan Gaming Authority administers the regime under the Anjouan Offshore Financial Authority and Anjouan Gaming Board. Applicants submit corporate records, directors and beneficial owners, identity documents, financial evidence, source-of-funds material, and the applicable fee. The review covers completeness, key people, sanctions, and the corporate structure. No fixed turnaround is established.

Recognition letters remain a separate route for credentials issued elsewhere; a letter is not a direct Anjouan B2B license. The banking catch — read this before you choose it
A gaming licence and payment acceptance are separate approvals. Card schemes do not onboard the operator themselves; acquiring banks, PSPs, e-wallets, and settlement banks make their own decision based on the licence, ownership, target markets, traffic sources, currencies, and transaction profile. Anjouan's lower entry cost therefore should not be booked as a saving until the intended payment stack accepts the exact business.
